Internet of Citizens

Within the context of Culture and Democracy, we are currently working on 2 projects. One focuses on the impact of digitisation on culture, through the running of a multi-stakeholder Platform for exchange between member States, policy makers, cultural practitioners, civil society, and academia. Its concerns are the digital divide - accessibility and participation by people, digital literacy- modernisation of cultural institutions, impact of digitisation on European cultural diversity and the need for adequate conditions for cultural content production and creativity in the digital age.

The other is to build an indicator framework on culture and democracy, a tool that will examine the multifaceted relationship between culture and democracy. The tool’s statistical findings can then be used by governments to adjust cultural policy so as to spend money where it is most needed, make access to culture easier where required, assist marginal and excluded groups where necessary and let the private sector and civil society take responsibility where possible. The tool will also serve as a continual feedback loop, enabling governments to map the participative democratic progress, and continue adjusting their cultural policies.
